Scheme Overview
The New Industrialisation Elite Enterprises Nurturing Scheme aims at dovetailing with the development direction of new industrialisation in Hong Kong by selecting, supporting and nurturing a group of targeted high-growth enterprises which develop their businesses in Hong Kong and contribute to local economic development. By pooling resources from various sectors, the Scheme seeks to nurture future industry leaders for new industrialisation in Hong Kong.
Selected enterprises will be awarded the honorary title of "New Industrialisation Elite Enterprise" which enables them to more effectively access market resources and forces through the Scheme platform.
Key Highlight
The Scheme adopts a nomination-based system. Eligible enterprises must be nominated by designated nominating organisations.

2. Implementation Agent: Hong Kong New Industrialisation Development Alliance (HKNIDA)
3. Secretariat: Hong Kong Productivity Council (HKPC)
4. Nominating Organisations*: Three major I&T Parks, founding members of the Hong Kong New Industrialisation Development Alliance, UGC-funded universities and five major R&D Centres
*Three Major I&T Parks: Hong Kong Science and Technology Parks Corporation, Hong Kong Cyberport Management Company Limited, and Hong Kong-Shenzhen Innovation and Technology Park Company Limited.
Founding Members of the Hong Kong New Industrialisation Development Alliance: Federation of Hong Kong Industries, The Chinese Manufacturers' Association of Hong Kong, Hong Kong Productivity Council, Hong Kong Science and Technology Parks Corporation, Vocational Training Council, The Hong Kong Institution of Engineers, Bank of China Group Investment Limited, and The Hong Kong New Industrialisation Alliance.
Universities funded by the University Grants Committee: The University of Hong Kong, The Hong Kong University of Science and Technology, The Chinese University of Hong Kong, The Hong Kong Polytechnic University, City University of Hong Kong, Hong Kong Baptist University, Lingnan University, and The Education University of Hong Kong.
Five Major R&D Centres: Hong Kong Productivity Council, Hong Kong Applied Science and Technology Research Institute Company Limited, Hong Kong Microelectronics Research and Development Institute, Hong Kong Artificial Intelligence Research and Development Institute, and Life and Health Technology Research Institute.

Eligibility for Nomination:
Enterprises must meet the following requirements:
- Industry Sectors: The enterprise's industry sector shall fall within life and health technology; artificial intelligence and robotics; semi-conductors and smart devices; digitalisation, upgrading and transformation; and future and sustainable development. Enterprises in industries with traditional strengths that leverage innovation and technology for upgrading and transformation may also be nominated if they meet the requirements.
- Registration and Operations: The enterprise shall be registered and operating in Hong Kong for no less than two years and contribute to the local economy.
- Growth Potential: The enterprise shall demonstrate high growth potential with outstanding performance in research and development, capabilities and growth prospects.
- Valid Nomination: Must receive a formal recommendation from a designated nominating organisation.

List of Supporting Documents for submission
- Completed and signed nomination form
- The signed nomination form
- Certificate of Incorporation (CI) and Business Registration Certificate (BR) copy
- Audited financial report (covering the latest two or three financial years, if applicable)
- Proof of local employment (e.g. Mandatory Provident Fund (MPF) contribution records)
- Proof of industry collaboration (e.g. a signed MoU or contract)
- Proof that the nominated enterprise has authorised the signatory to sign this nomination form
- Proof that a nominating organisation has authorised the signatory to sign this nomination form
